NILDS Collaborates with Nigerian Bar Association, Sensitizes Lawyers on Legislative Practice and Procedures
The National Institute for Legislative and Democratic Studies (NILDS) has mapped out series of
programmes to strengthen partnership with critical professional bodies towards eliciting their salient contributions to legislative operations and functions.
This was made known by the Director General of the Institute, Prof. Abubakar Sulaiman at a sensitization workshop organized for members of the Nigeria Bar Association (NBA), Abuja chapter, on Wednesday, November 13, 2019.
The Director General, represented by the Director, Research and Training, Dr.Yemi Faginbesi stated that the NBA, being the umbrella body of legal practitioners in Nigeria is better positioned to make positive inputs to quality lawmaking. He charged lawyers to take
keen interest in Legislative drafting, public hearings, investigations and other core operations of
He informed that the objective of the Workshop was to stimulate legal practitioners to actively participate in the development of legislative drafting as a professional field of both study and practice; adding that at the technical sessions during the workshop, participants will be exposed to the nitty gritty of Bill scrutiny, analysis and legislative drafting. The DG further informed that Legislative drafting is essential, particularly when legislative policy is to be translated into legal framework. “If the drafting is faulty then the quality of the subsequent law to be enacted will be defective” he emphasized.
Prof. Sulaiman informed that NILDS in collaboration with members of the National Assembly has designed a legislative drafting manual that reflects international best practices and legislative precedents, to offer practical guidelines for seamless operations of the legislature and its committees. He implored the legal practitioners to also take advantage of the Institute’s
Postgraduate degree programme, especially on Legislative drafting to improve their knowledge
and skills in this specialized field.
